Team Leader, Enterprise Change and Portfolio Management Office

The Portfolio Manager is part of the leadership team within the Enterprise Change and Portfolio Management Office. This team supports business areas and the executive leadership team with program and project management and organisational changes. In the role you will have opportunity to directly engage with CASA’ Senior Leadership Team, program and project managers, key business partners and impacted stakeholders. You will be able to influence, guide and support those delivering programs, projects, and organisational changes across CASA. Using our endorsed frameworks, standard operating procedures and reporting methods you will provide transparency to CASA’s governance committees, as well as facilitating seminars, workshops, briefing sessions to engage staff across CASAs.

The role is within the Organisational Strategy, Change and Information Management branch, which is responsible for enterprise change management, program/project portfolio office, information management, enterprise design office and strategic business planning. The Portfolio Manager works under broad direction and exercises a considerable degree of independence, guiding and supporting the successful delivery of complex organisational changes, including cultural and operational changes through to supporting managers to deliver programs and projects. This role would suit an individual who has experience across either portfolio, program, or project management and or complex organisational change.
The Portfolio Manager is responsible for:
- Developing and maintaining collaborative working relationships with stakeholders at all levels to drive a culture of best practice, innovation, and continuous improvement in how we approach and deliver change and or how we manage our programs and projects.
- Providing professional, trusted, and strategic (written and verbal) advice on a range of change and or portfolio, program and project management matters.
- Managing the collection, consolidation, analysis and presentation of information and reporting metrics to support effective decision making.
- Managing the enterprise-wide change and portfolio management suite of products including practices, processes and templates to ensure the continuous adoption of best practice.
- Supporting the Section Manager to manage capital funded investments and other organisational change. Manage a small team and drive a high performing culture.
- Being an advocate for the adoption and use of best practice ensuring programs, projects and business changes focus on a hearts and minds approach, a focus on wellbeing, positive team dynamics, and help to develop staff capability and confidence.
- Developing and facilitate workshops, seminars and training sessions across a range of change and or program and project management practices.
- Establishing and delivering change, program and project assurance reviews to ensure the organisation adheres to agreed standards, policies and processes and that the intended organisational benefits are realised.
- Promoting workplace safety, equity and diversity, participative management and environmental management in the workplace and acting in accordance with CASA’s Values and Behaviours.
- Supervising staff and other duties as directed.

Our ideal candidate
Our ideal candidate must have:
- More than 2 years’ recent experience in change management, and or enterprise, portfolio, program and project management.
- Experience in driving and supporting high quality changes and or portfolio, program and project management through collaboration, positive contributions and using appropriate methodology and products.
- Experience in building relationships and establishing rapport, while flexibly managing diverse stakeholders, options and sensitivities, to deliver shared goals.
- Experience in analysing information and critically engaging with complex proposals and associated program and project documentation and reporting, whilst maintaining relationships.
- Provide constructive advice based on best practice and experience and influence decisions and courses of action to achieve the best outcome for CASA.
- Strong written and verbal communication skills to deliver clear, concise, and compelling messages and reports that are fit for purpose.
- Ability to identify gaps, connections, opportunities, and risk; understand the strategic and operational environment; and work under broad direction to progress matters and make decisions.
- Demonstrated self-motivation, with strong accountability for work and decisions taken.
Experience in managing or supervising staff.
Eligibility requirements
Employment with CASA is subject to conditions prescribed within the Civil Aviation Act 1988. The following eligibility requirements apply to this position:
- At minimum, prospective CASA employees must undergo pre-employment screening. You must be willing to provide required information to successfully undergo a police record check.
- Must be an Australia citizen
- Undergo pre-employment screening including a Police Check
- Currently holds a Commonwealth baseline security clearance or have the ability to obtain and hold a clearance at this level.
- Undertake pre-employment alcohol and drug tests.
