Program Manager, Infrastructure Transformation Priorities

The team

The Digital, Data & Technology (DD&T) group is responsible for delivering transformational change and key technology related operational services across ASIC. The DD&T group includes Information Technology, Cyber Security, Data, Digital, Portfolio Office and Registry Connect (modernising ASIC’s Business Registers).

The DD&T Portfolio Office supports ASIC to deliver on its vision and strategic priorities through the provision of best-in-class delivery and support services. The team is responsible for governing, facilitating, delivering, assuring, and reporting on strategic programs of work whilst also uplifting the organisation’s capability in key areas such as change and project management.

The role 

As the Program Manager for Infrastructure Transformation Priorities (ITP), you will lead a team of Project Managers to ensure the successful delivery of all projects. This includes establishing governance through the ITP Steering Committee and managing the program pipeline to integrate all roadmaps and new projects. You will review projects for alignment with ASIC Project Methodology, Corporate Finance and government guidelines.

Key to your success will be managing the Project Manager resource pool and collaborating with other resource managers to allocate resources effectively. You will ensure timely status reporting on project progress, budgets, risks, and issues for governance boards such as the ITP Steering Committee, Transformation Portfolio Sub Committee (TPSC), EXCO, and the Commission.

You will be accountable for

  • Leading a team of Project Managers to ensure delivery of all projects within the program.
  • Providing coaching and support to project managers ensuring adoption of the ASIC Project Methodology (APM) and agile based ways of working, ensuring team clearly understands their responsibilities and works alongside each team member to provide the support and guidance required to ensure successful project delivery.
  • Ensuring appropriate governance is in place for the program, including the establishment and participate in the Infrastructure Transformation Priorities (ITP) Steering Committee.
  • Supporting the DD&T leadership team – in particular the relevant Project Sponsor/s to ensure they are across project progress and any escalated risks, issues and concerns.
  • Ensuring status reporting for all projects in the program is completed in a timely manner. This should be inclusive of project progress, budgets, risks, issues and concerns.
  • Providing status reporting for Governance boards such as Infrastructure Transformation Priorities Steering Committee, Transformation Portfolio Sub Committee (TPSC), EXCO, Commission and other boards as required.
  • Establishing productive working relationships with other DD&T Functions: Information Technology, Digital, Data, Cyber Security and corporate functions, in particular: People & Development (Recruitment), Finance, Risk, Property and Protective Security.
  • Effectively managing the PM resource pool within the program and work collaboratively with other resource managers to ensure that project resources are appropriately allocated to each project.

About you

  • Extensive demonstrated experience in Technology Infrastructure and/or Enterprise program management.
  • Demonstrated experience managing project team members in a complex corporate or government environment, (PRINCE2, MSP or Agile) certifications are preferred.
  • Significant previous experience in project and program prioritisation, resource planning, financial management and project-based procurement.
  • Demonstrated experience delivering projects in accordance with a Project Management methodology, preferably with experience delivering projects in accordance with Commonwealth Government guidelines for procurement, financial management and asset management.
  • High degree of organisational and time management skills with the ability to work to meet deadlines while managing several competing priorities in a fast-paced environment.
  • Excellent verbal and written communication skills and ability to articulate complex technical matters to users and able to communicate effectively with internal and external stakeholders.
  • Well-developed management and leadership skills including the ability to coach and build high functioning teams while positively influencing others to achieve results.
  • Excellent communication skills to and ability to articulate complex technical matters to users.
