National Manager, Regulatory Services 1

The National Manager Regulatory Services 1 is accountable for the provision of aviation safety regulatory assessment services in accordance with CASA’s obligations under the Civil Aviation Act 1988 (the Act) and the Airspace Act 2007.

Along with the essential technical and regulatory skills and experience, the National Manager will demonstrate highly developed capabilities to lead multi-disciplinary teams in a nationally dispersed workforce.

The National Manager Regulatory Service 1 position forms part of the Senior Leadership team of CASA and the executive leadership team of the Regulatory Oversight Division, reporting directly to the Executive Manager, Regulatory Oversight Division.  This position is a safety sensitive position. The incumbent may perform, or be available to perform, safety sensitive aviation activities, as defined in the Civil Aviation Safety Regulations 1998. This position may require domestic and international travel.

The National Manager Regulatory Services 1 is responsible for the following deliverables, which represent an ongoing body of work:

  • As a member of CASA’s Senior Leadership Team, promoting a values-driven culture and organisational initiatives that supports the continuous improvement of the organisation and the wellbeing of staff.
  • As a member of the Regulatory Oversight Division’s executive leadership team, supporting the delivery of the national program of entry control, defining and delivering national objectives, strategies, and performance measures for the Division
  • Leading, managing and developing the branch to ensure it is fully staffed and able to deliver agreed priorities and outcomes within agreed budget and staffing profiles.
  • Building strong relationship with internal and external stakeholders to drive outcomes, including representing CASA and adhering to international obligations, relevant memorandums of understanding and representing CASA at various meetings.
  • Ensuring the branch discharges CASA’s obligations under section 9 and section 11 of the Act.
  • Promoting workplace safety, equity and diversity, participative management and environmental management in the workplace and act in accordance with the CASA Values and Behaviours.
  • Working supportively and cooperatively with Aboriginal and Torres Strait Islander peoples to achieve shared outcomes by engaging in a sensitive, respectful, and equitable manner.
  • Other duties as required.

Our ideal candidate

The National Manager, Regulatory Services 1 has the following skills and experience:

  • Demonstrated leadership and management skills including the ability to lead a national workforce to deliver agreed priorities and outcomes, collaborate effectively and build strong relationships, both internally and externally, with people at all levels.
  • Understanding of Australian aviation, including the safety regulatory framework, aviation legislation or demonstrated capacity to quickly develop such an understanding.
  • Demonstrated experience as a regulator or demonstrated capacity to learn.
  • Demonstrated ability to plan and deliver programs, projects, or initiatives that anticipate needs, establishes priorities, monitors progress and delivered required outcomes on time across a multi-discipline technical environment.
  • Demonstrated ability to represent our agency in critical and challenging negotiations, including those that are cross-functional or cross-organisational.
  • Excellent negotiation, facilitation, and communication skills, both written and verbal, to manage disparate views amongst stakeholders, including at a senior level enabling the audience to quickly understand the issues at hand, options available and the preferred solution.
  • Excellent stakeholder management skills on sensitive issues requiring conflict resolution within constrained timeframes.

Eligibility requirements

Employment with CASA is subject to conditions prescribed within the Civil Aviation Act 1988.  The following eligibility requirements apply to this position:

  • Must be an Australian citizen or permanent resident.
  • Undergo pre-employment screening including a Police Check
  • Currently holds a Commonwealth security clearance to Negative Vetting 1 or have the ability to obtain and hold a clearance at this level.
  • Currently holds an Aviation Security Identification Card (ASIC) card or have the ability to obtain and hold one.
  • Undertake pre-employment audiometric testing, and alcohol and drug tests.
