Project Overview:

The PLF works with DFAT to support the administration of the PALM scheme and facilitate opportunities for Australian employers to connect with workers from the Pacific and Timor-Leste. The PLF is managed by Palladium and has been established as a trusted intermediary in supporting Australia-Pacific circular labour mobility.

Role Overview:

The Family Accompaniment (FA) Pilot is an activity within the PALM scheme trialing family accompaniment of PALM worker’s immediate family members. Over 200 families’ applications have been received from five Pacific and Timor-Leste nations.

The purpose of the FA Enumerator position is to work with the FA Monitoring and Evaluation (M&E) Manager to conduct key informant interviews and household surveys with PALM families settled in Australia under the pilot.

Field work will be conducted within a five-day research window on up to four occasions throughout 2025. Fieldwork will be conducted no less than quarterly.

FA Enumerators may be required to travel away from home during the five-day research window. FA Enumerators will return to the same community of families on each occasion to build familiarity and rapport with participants.

Primary Duties and Responsibilities:

Under the direction of the Family Accompaniment M&E Manager, the FA enumerator will be responsible for:

  • Complete mandatory data collection, ethical and safeguard training prior to field work
  • Work within an ethical protocol to conduct key informant interviews using a semi-structured questionnaire
  • Work within an ethical protocol to conduct a household expenditure survey using a device for the collection of data in Qualtrics
  • Collect data in a timely manner and in accordance with the prescribed data management protocol
  • Attend and participate in data sense-making activities with the FA M&E Manager
  • Escalate issues arising from surveys and interviews to the Pilot Manager, as required by the research ethical protocol
  • Liaise with the Family Liaison Officer (FLO) for logistical support and management of field work.
  • Other tasks as reasonably requested given the pilot nature of the project.
  • Travel within Australia, as required.
  • Operate with high levels of integrity, consistent with the intent of Palladium’s Ethics, Integrity and Professional Standards.

Required Qualifications:

Successful candidates will possess the following qualifications and experience:

  • Candidates must have applied research experience in qualitative and/or quantitative data collection, including in applying ethical protocols.
  • Demonstrated experience in interviewing people of different cultures and genders, with specific experience of Pacific and Timorese cultures preferred
  • Post-graduate degree, or working towards, in social science, economics, international development, gender, human-rights or related field
  • Enumerators must have their own driver’s license

 

Due to the evolving nature of our program, it is possible that the incumbent may be expected to undertake duties that fall outside the remit of their original Terms of Reference as reasonably required to ensure the ongoing success of the program.

  • Where this is required, the following will occur:
  • The adviser has the skills and experience to fulfill the duties.
  • This arrangement will be short term in nature.

This is an Australian based role with travel requirements within Australia on up to four occasions in 2025. This role will suit research students or people interested and available to support occasional data collection. Applications from candidates located in NSW, Victoria, Tasmania, WA and NT are welcome. Candidates who are willing to relocate for the position must do so at their own expense. You must have valid Australian work rights to be considered for this position – visa sponsorship is not available. The role offers opportunity for remote or WFH work arrangements. This is a fixed-term role, and the contract length is subject to final agreement with the Department of Foreign Affairs and Trade. The successful candidate will be offered an initial contract to December 31 2025.
