Contracts & Procurement Advisor

About the opportunity

Do you have a passion for procurement and contracts management? An exciting opportunity awaits you as the Contracts & Procurement Advisor with CASA.

We have an exciting opportunity to join our Finance Branch. In this role, you will work as part of a team dedicated to offering guidance on all phases of the procurement and contracting processes. The objective is to guide the organisation in striking a balance between maximizing value for money and effectively fulfilling business objectives and organisational direction, all while upholding compliance and governance standards.

This position reports to the Senior Contracts & Procurement Advisor and is responsible for undertaking procurement with CASA’s procurement and contract management policies and associated procedures, developing and recommending procurement and contract management advice, undertaking procurement activities, managing contractual relationships and performance outcomes for CASA.

The Contracts and Procurement Advisor is responsible for the following deliverables, which represent an ongoing body of work:

  • apply comprehensive work knowledge to provide expert and technical advice to staff in the preparation of Approach to Market documentation, conducting tender evaluations, negotiations and the drafting of contracts.
  • conduct procurement activities in accordance with the CASA Procurement Manual, monitoring compliance with procurement and contract management policies and associated procedures across all business areas for goods, services and Information Technology.
  • process, gather and analyse data from CASA’s procurement and contracting systems/databases to inform quality assurance activities and continual improvement
  • build CASA procurement and contracting capability by conducting training in relation to procurement and contract management matters for CASA business areas
  • promoting workplace safety, equity and diversity and participative management and environmental management practices in the workplace and act in accordance with CASA Values and Behaviours
  • Work supportively and cooperatively with Aboriginal and Torres Strait Islander peoples to achieve shared outcomes.
  • Other duties as required.

Our ideal candidate

Our ideal candidate must demonstrate the following:

  • experience in government procurement and contract management
  • understanding of the Commonwealth Procurement Rules/CASA Procurement Manual
  • experience in conducting procurement processes including drafting approach to market documentation, undertaking evaluation activities and contract drafting (goods and services as well as ICT)
  • excellent verbal and written communication skills with the ability to build and maintain relationships with stakeholders including providing analysis of complex issues and advice to senior management as required

The following ideal candidate requirements are highly desirable:

  • Qualifications in Procurement and Contract Management

Eligibility Requirements

Employment with CASA is subject to conditions prescribed within the Civil Aviation Act 1988. The following eligibility requirements apply to this position:

  • At minimum, prospective CASA employees must undergo pre-employment screening. You must be willing to provide required information to successfully undergo a police record check.
  • Must be an Australian citizen or permanent resident and must have the ability to obtain and maintain a Baseline security clearance.
