Manager, Contract and Performance

  • Opportunity to lead a team and be responsible for the development and management of a range of contracts
  • Full time (1.0 FTE), Permanent role
  • Remuneration starting at $114K p.a + superannuation + salary packaging
  • Generous NFP salary packaging options up to $18,550
  • Docklands office location with option to work some days at home

In undertaking this role, the Manager, Contract and Performance will be responsible for implementing and providing commissioning and contract advice within identified key health priority areas. This advice will include tender approaches, contract variations, renewals and extension strategies.

We are North Western Melbourne Primary Health Network (NWMPHN), Victoria’s largest independent, locally governed and run, not-for-profit PHN, dedicated to improving primary health care in our community.

What are PHNs?

PHNs have been established with two key objectives:

  • increasing the efficiency and effectiveness of services for community members, particularly those at risk of poor health outcomes
  • improving coordination of care to ensure people receive the right care in the right place, at the right time

A typical week may include:

  • Oversight of the delivery of all applicable programs and services in accordance with service agreements, agreed budgets and organisational policies and frameworks
  • Engage and develop relationships with service users, clinicians, key stakeholders and community to guide service design, development and improvement
  • Support the Director of Mental Health Services by evaluating the market and arranging sustainable coordinated, and person- centered services. Analysing service provider performance, managing relationships, and monitoring agreements.
  • Work with service providers to ensure services delivered are operating within a robust clinical governance framework, evidence based, client centered and operating in accordance with program/service guidelines
  • Ensure effective and efficient delivery of NWMPHN organisational priorities through proactive planning and coordination with program directors and managers using a program management approach
  • Provide oversight and guidance to monitor, evaluate and report on risk and contract performance against KPIs and requirements, and implement strategies to drive value for money outcomes
  • Analyse contract expenditure and other financial data to ensure operation is within the budget and the achievement of value for money outcomes
  • Leading development and review of individual, team and organisational work and plans, and supporting staff to always deliver organizational excellence

We are looking for someone who has:

  • Tertiary qualifications in a health-related discipline, public administration, business management, health administration or related discipline.
  • Demonstrated leadership and management skills and experience, particularly leading teams through change.
  • Knowledge and experience within primary health sector and current health care trends and community issues in the Victorian and broader Australian context.
  • Demonstrated experience in contract management and developing systems that support the monitoring and implementation of projects.
  • Ability to understand, interpret and analyse financial and program related information related to commissioning activities in order to optimise business outcomes and solve complex problems.
  • Strong negotiation skills with the ability to prepare detailed business and commissioning documentation.
  • Highly developed interpersonal skills and an ability to form effective professional relationships and networks with a broad range of stakeholders at all levels.
  • Demonstrated experience in leading and delivering successful multi-stakeholder projects or programs, including an ability to work effectively under pressure.
  • Demonstrated high quality written and oral communication skills adapted for a range of audiences to ensure relevant information is appropriately communicated.
  • Ability to work with minimal supervision, as part of a team and across business areas, functions, and organisations.
