Consultant – Quality Improvement

The opportunity:
Working in the Primary Health Care Development Team and reporting to the General Practice Engagement Lead, the Consultant – Quality Improvement is responsible for engaging and nurturing partnerships with a range of primary health professionals and sectors to provide quality and culturally appropriate access to primary care services in the catchment area. The primary objective of this position is to recommend evidence-based best practice and emerging rural sustainable models of care and provide leadership for health services to adopt the recommendations.
A component of this role is to enable increased communications between First Nations communities and health services, supporting increased access to health services for those communities.
To promote substantive equality in access to health services for First Nations communities within the Murray PHN catchment the position will only be open to First Nations applicants. The filling and creation of this position constitutes a special measure under subsection 8(1) of the Racial Discrimination Act 1975 (Cth) and section 12 of the Equal Opportunity Act 2010 (Vic). Being First Nations is a genuine occupational requirement for this position under section 28 of the Equal Opportunity Act 2010 (Vic).
In this role, you will:
- Establish a two-way communication process and develop strong relationships with Aboriginal Health Workers (AHW), Aboriginal Health Practitioners (AHP), GPs (General Practitioners), allied health, nursing and midwifery and other primary care providers in the region through regular structured digital and in-person communication including Continuing Professional Development (CPD) and network meetings.
- Contribute strategies to General Practice and other primary care providers either through contractual arrangements or quality improvement activities to reach the highest standards of quality and safety, supporting integration into the wider health system.
- Supporting the general practice engagement team in reviewing the achievement of First Nations access and experience of primary care services.
- Manage ongoing records related to the practice status and performance in Murray PHNs contract management system (Folio) and Customer Relationship Management (Murray Partners).
- Be responsible for data and licensing requirements and ensure compliance by participating General Practices with the Practice Incentives Program Quality Improvement (PIP QI) and other practice incentive programs.
- Contribute to the broader Murray PHN understanding of the identified needs, issues and priorities as they relate to General Practice and other primary health services at a local, regional and/ or catchment wide level.
About you:
- Tertiary qualification in Health or Business.
- Minimum of three years’ experience in health or similar role.
- Demonstrated knowledge of Aboriginal or Torres Strait Islander Community values, connections, and knowledges and health issues
- Understanding of the Aboriginal Community Controlled Health Organisations’ (ACCHOs), general practice, and primary health sectors.
- Demonstrated stakeholder management with ability to develop relationships, influence and lead change.
- Excellent interpersonal, verbal and written communication skills.
- Demonstrated understanding of, and experience in change management.
- Understanding of general practice and primary health sectors.
- Demonstrated understanding of and experience using quality improvement methodology.
